Senator Dahle’s legislation headed to Governor’s Desk for Signature

Senator Brian Dahle (R-Bieber) is pleased to announce four of his measures recently passed both houses of the Legislature and are now headed to the Governor’s desk for signature.

“Each of these measures offer common sense solutions to help tackle some of the most pressing issues in our State,” said Senator Dahle. “I’m proud to author measures that back our dedicated law enforcement, support victims of crime, provide financial relief for wildfire survivors, and support our rural hospitals and business community.” 

  • Senate Bill 542 excludes settlement payments awarded to victims of the 2022 Mill Fire and the 2021 Dixie Fire from being subject to income taxes. Currently, when a person receives a settlement as compensation, from a utility or other private entity, federal and state laws consider that taxable income.  
  • Senate Bill 1423 requires the Department of Health Care Services to convene a Rural Hospital Technical Advisory Group to discuss and provide recommendations on Medi-Cal reimbursement and other issues related to ensuring the financial viability of small, rural, or critical access hospitals. 
  • Senate Bill 1207 expands the definition of "eligible materials" under the Buy Clean California Act to include all insulation types, incentivizing manufacturers to continue climate and reliability investments in their products. 
  • Senate Bill 804 allows Community Service Officers (CSOs) to give hearsay testimony in court, the same authority as sworn officers. Community Service Officers act as a bridge between victims and law enforcement, and with CSOs being used more frequently, the measure helps to increase efficiency and protect victims from reliving past trauma.
