The State Water Board is proposing, on an emergency basis, minimum flow standards for the Scott and Shasta rivers that threaten major curtailments to water users throughout the valleys, in the name of protecting threatened and endangered salmon. These cutbacks are just too much to ask of water users who are already suffering the effects of one of the driest years in a century.
