Dear Friends,
I hope your 2023 is off to a great start! The 2023-2024 Legislative Session has reconvened and Sacramento is bustling with the start of a new two-year session. My staff and I finished our legislative package and you can review my bills here. If this is your first time receiving my newsletter, allow me to introduce myself. Furthermore, you might be even wondering why you’re hearing from me. Let me address the why first.
Every 10 years, after a new census, California must redraw the boundaries of its Congressional, State Senate, State Assembly & State Board of Equalization districts, in order for the districts to more accurately reflect California’s diverse population. Consequently, this means that some portions of California do not have a Senator representing them for two years (until the next election cycle for that Senate district).
Honestly, I couldn’t allow counties in Northern California to be disenfranchised, and offered to be of assistance to neighboring counties to the current district I represent—California’s 1st Senate District.
I’m pleased to share I recently was notified of “deferred area” assignments. I’d like to welcome Tehama, Butte, Glenn, and Colusa County residents and take this moment to introduce myself.
I want to express my sincere gratitude for the honor of serving as your state Senator or your “assigned” Senator. I represented California’s First Assembly District from 2012 until 2019. Before joining the Legislature, I served on the Lassen County Board of Supervisors. In the Legislature, I’ve worked across party lines for job creation and economic development in the rural North State and throughout California, pushing policies that keep families on their farms, protect water rights and support the business community. In addition to my service in elected office, I’m a farmer and small-business owner. My wife, Assemblywoman Megan Dahle, and I live in Lassen County with our three children.
In closing, I like to send out newsletters to keep constituents informed on the latest happenings in Sacramento (such as when I called on the governor to prevent the 8% gas tax hike on July 1).
Additionally, my website has resources for constituents, and my staff are always available to assist. Please reach out to any of my offices if we can be of assistance.

Senate Republicans Announce Robust 2023 Legislative Priorities to Fix California
I recently joined my Republican colleagues to outline our 2023 legislative priorities:
- Cut Costs
- Tackle Crime
- ACT on Homelessness
- Invest in Students
- Prevent Wildfires
- Build Water Storage
With historic precipitation in California, it’s unfortunate that the state missed the opportunity to capture much of it. (I discuss 5 ways California could be addressing the water crisis here.) In 2014, voters made their priorities clear in approving funds to protect the state from drought and floods. The primary solution is building more water storage. Prioritizing, and actually following through on issues California taxpayers approved is good government.

California Faces Billions in Deficit
After a historic budget surplus, California is now facing huge deficits, possibly for years. In fact, the nonpartisan Legislative Analyst’s Office projects that the state will need to address a $25 billion budget deficit.
With that ominous reality, we must be prudent with taxpayer dollars to solve our most critical challenges in California. As I indicated in a letter with my colleagues, the Legislature must focus on core priorities with this upcoming budget. California faces an alarming homelessness issue, increasing crime throughout the state, and unsustainable affordability for Californians.
As a former County Supervisor, I know the importance of making sure our local counties and governments are properly funded in order to best serve the beautiful communities in the North State. I can assure you, my top priority this legislative session is making sure Senate District 1 and “assigned” constituents receive the resources needed.

I’m honored for the opportunity to be a voice for constituents in the Committees listed below. Many of the issues and measures presented in the Committees directly affect the communities we serve. I’m especially grateful to be the Vice Chair of Environmental Quality and Energy, Utilities and Communications. As many of you know, throughout my time in the Legislature I’ve remained a strong advocate for managing our forests and watersheds to protect communities from massive wildfires. Additionally, with California’s energy crisis, we need to make smart, sustainable investments with clear deliverables.

In the District
Redistricting has given me the honor of representing constituents in four new counties in the northern Sacramento Valley for the next two years. I was glad to have an opportunity to introduce myself to the Glenn County Board of Supervisors at their meeting, and I look forward to doing the same soon in the other counties. Great people in the farm country of the North State.
My staff recently had the honor to be in Alturas to celebrate the 100th birthday of WW2 veteran Robert Filomeo.
Resources
Flood Relief: Taxpayers affected by California winter storms in areas declared a disaster by the President and/or Governor are eligible for tax relief for losses suffered due to the disaster and have also received an extension for filing taxes. Tax filers in those counties now have until May 15, 2023 to file their taxes and can even claim storm damage as a tax deduction.
