AB 1373 authorizes the Department of Water Resources to act as the central procurement entity of diverse clean energy resources, if the California Public Utilities Commission determines a need for the procurement of the resources, and provides for the recovery of costs through a non-bypassable charge. While the bill says it's about "diverse" resources, this bill is all about offshore wind. Procurement for resources such as offshore wind will be expensive and the contracts will likely be long-term. Ratepayers will be burdened with expensive & lengthy contracts that are more about meeting a climate goal rather than meeting the state's electricity needs at a reasonable cost.
